This Manny Pacquiao will run in Cebu

Pacquiao has filed his certificate of candidacy (CoC) for vice mayor in Cebu City on Saturday but no, he is not the People’s Champ from General Santos City.He is Emmanuel Romagos Pacquiao, 61, from Lahug, Cebu City, a bar topnotcher, a former councilor and law professor.

Pacquiao is the running mate of Cebu City Mayor Tomas Osmeña’s sister, Georgia Osmeña, who also filed her CoC for mayor late Sunday morning.

Cebu City north district election officer Marchel Sarno said on Sunday that the Osmeña-Pacquiao tandem has six candidates for councilors but they have no party.

“If they could not provide support documents showing a nomination from a political party until Dec. 1, they would be running as independents,” Sarno said.

But the team could not be declared nuisance candidates because of the backgrounds of the candidates, Sarno said.

No nuisance

Pacquiao, for instance, placed third in the 1976 bar and has served as law professor for 32 years, Sarno added. He was once appointed as officer in charge-councilor of Cebu City. Pacquiao was also the assistant city attorney and acting city attorney of Cebu City during the time of Mayor Eulogio “Yoyong” Borres.

Sarno also noted that the Osmeña-Pacquiao team’s candidates for councilors include a doctor, a nurse and an engineer.

“I knew him (Pacquiao) and he was my law professor in the University of the Visayas,” he said. Their candidates for councilor are Ramon Pandaan, Alexander Mancao, Emma Cabrera and Mariter Madrona for the Cebu City north district and Jose Delgado and Fe Villar for the Cebu City south district.

Pacquiao, who first went to the Commission on Elections office on Nov. 25 to get a certificate of candidacy form for vice mayor, explained that he would be running with Georgia Osmeña because he believed she could make a change for Cebu City.

Georgia will be running against her cousin, former Sen. John Henry “Sonny” Osmeña, who filed his CoC for mayor last Nov. 26, and whistle-blower Crisologo Saavedra.

But Cebu City Vice Mayor Michael Rama, the candidate of Mayor Osmeña’s Bando Osmeña, and the unnamed candidate of opposition Kugi Uswag Sugbo (Kusog), are expected to file today.

Mayor Osmeña has disclosed that he would be running for congressman in the Cebu City south district, a position to be vacated by last-termer Rep. Antonio Cuenco, who has been appointed as Philippine Ambassador to Italy.
